Cecil Webb Community Center is located at 923 Baker Avenue located behind South High Senior Living & near Dogwood Elementary School.


Groups renting Cecil Webb have access to the gym, multipurpose room, kitchen, lobby, & restrooms. The kitchen includes a refrigerator, oven and a microwave, which may be used during a rental. The building has approximately four 6-foot tables, 1 medium sized table, & 19 chairs that the renter may set up, use, & take down. Cecil Webb Park also features outdoor basketball courts & a playground, which may be used by the rental group, but are also open to the general public.

Interested parties are encouraged to visit the building before completing the reservation request & before your event to make sure it meets your needs.

Approval is based on staff & facility availability. Group may be asked to modify time and/or location.

Weekday Rentals are typically for meetings. For gym use and programs, please complete a Program Proposal Form.

Weekend rentals must be a minimum of 3 hours and maximum of 6 hours..

Requests must be made 10 or more days in advance.

SECURITY DEPOSIT

A $100 refundable Security/Damage Deposit is required in addition to the rental fee of $35 per hour (3 hour minimum). KPRD has the discretion to retain part or all of the Security/Damage Deposit. The Security/Damage Deposit may not returned, in part or in full, for reasons such as, but are not limited to: Group not leaving by event end time, Group not cleaning up & taking out trash, and/or damage or theft of items in the facility.

START/END TIME

When requesting start and end times for your rental, please note that the start time of the rental shall be the time you wish to begin setting up and the end time shall be a time after the event has ended and the facility has been cleaned to the same or better condition than when you arrived.

FOOD, DRINKS, TABLES, CHAIRS IN GYMNASIUM

Food and drinks must be set up in the lobby, kitchen, or multipurpose room. Food and/or drink can not be set up and served in the gymnasium due to possible gym floor damage on the wood floor.

Tables and chairs may not be set up in the gymnasium.

This applies to Cal Johnson, Cecil Webb, Christenberry, Cumberland Estates, Deane Hill, Dr. E.V. Davidson, & Milton Roberts.

Events seeking permission for anything mentioned above must ask for pre-approval at least 5 days in advance by emailing kprd@knoxvilletn.gov or calling 865-215-1718.

Rental person/group is responsible for damages. Damages may result in forfeiture of security deposit and costs for repairs that may exceed the Security Deposit


INFLATABLES:

• Inflatables are not permitted inside the facility. No inflatables (also known as “bounce houses”) outdoors unless approved by KPRD and notarized Inflatable Disclosure Statement.

RENTAL TYPE:

· Most rentals are for birthday parties, baby showers, wedding showers, family reunions, company outings, etc. where a person/group is renting the center for their group to gather.

· Events that are open to the public, charging fees, etc. are “Special Events”. Please contact KPRD if your event may be considered a “special event”.

· ”Special Events” require the person or group renting the facility to provide a Certificate of Insurance covering the City of Knoxville. Please contact KPRD at (865) 215-1733 for more information. Failure to inform KPRD and provide insurance coverage for the event if any of the following are true will result in immediate cancellation of the event and no refund will be given:

o Examples of Special Events

· The event is raising funds or charging fees to participate (run/walk, for example)

· Athletic events, tournaments, practices, games, etc.

· The event is open to the community


PROHIBITED ITEMS / ACTIVITIES

• No alcoholic beverages or drugs allowed at park

• No inflatables indoors. No inflatables (also known as “bounce houses”) outdoors unless approved by KPRD and notarized Inflatable Disclosure Statement.

• No loud music or music with offensive language

• No activities that will cause damage beyond normal wear and tear.

• No confetti, glitter, or similar

All renters must abide by all terms & conditions established by the City of Knoxville as well as City Ordinances. The Department of Parks and Recreation in conjunction with the local authorities reserves the right to terminate any event if the activities are deemed unlawful or harmful. Reservation guidelines broken may result in the immediate cancellation and/or forfeiture of any fees paid.
